Florida Mortgage & Closing Cost Factors

What Buyers and Sellers Need to Know

1. Florida Property Taxes & The Homestead Reset

In Florida, property taxes are assessed locally by county property appraisers (such as Hillsborough, Pinellas, or Pasco County).

  • The "Tax Reset" on Purchase: Many buyers make the mistake of looking at the seller's current property tax bill. Under Florida’s "Save Our Homes" cap, long-time owners enjoy limited annual assessment increases. When a property sells, the assessed value resets to current market value, meaning your future tax bill will often be higher than the previous owner's.

  • Homestead Exemption: If the home will be your primary permanent residence, you can file for the Florida Homestead Exemption, which can reduce your assessed value by up to $50,000 and cap annual assessment increases at 3% or the CPI rate (whichever is lower).

2. Homeowners & Flood Insurance

Insurance is often the most variable component of your monthly escrow payment in Florida:

  • Wind Mitigation & Roof Age: A home with an updated roof, hurricane shutters, impact windows, and documented wind mitigation features can qualify for substantial insurance discounts.

  • FEMA Flood Zones: Even if your lender doesn't mandate flood insurance (e.g., standard Zone X), carrying coverage in low-lying coastal areas is strongly recommended. For properties in special flood hazard areas (like AE zones), flood insurance is mandatory with a federally backed mortgage and must be factored into your monthly debt-to-income calculation.

3. CDD Fees vs. Standard HOA Dues

Throughout master-planned communities across the Tampa Bay region, many neighborhoods have both a Homeowners Association (HOA) and a Community Development District (CDD).

  • HOA Fees: Typically billed monthly or quarterly to maintain common amenities, landscaping, and community rules.

  • CDD Fees: Billed directly on your annual property tax bill to fund neighborhood infrastructure (roads, water management, clubhouses). Because CDD fees are collected through county taxes, make sure your mortgage payment estimate accounts for them within your annual tax escrow rather than treating them solely as standard HOA dues.
